In my time here I have noticed multiple people have broken rules and have not been punished. Two of the few are "Black Supremacist" and "Madness". They have shown disrespect to me, have lamed and cursed, and neither of them have been punished. As for the proof, I have a witness, DristD from the JvS clan. Madness has repeatedly cursed and called members "babes" for reporting a person for breaking a rule. Black Supremacist was following and kept DFA'ng me, flipkicking me, meleeing me, and so on.

However, server admin Evan was present, and he knew what was going on. He let off Black Supremacist with a warning of "k dont do it again" and left Madness a drift in the wind. Supremacist followed by laming me IN FRONT of Evan. Evan left no sign of punishment for supremacist. However, Gospel took the case and slept Supremacist. And still giving no attention to Madness. Supremacist said "I can kill the weakling, jedi academy was made for this".
I think action should be took by the council immediately.

And what action would that be?

From what I can tell, the situation was handled (albeit in a slow manner, and for that I am sorry for you) by both Evan and Gospel. The admin procedure for laming generally goes like this:

1st Offense: Warning
2nd Offense: Slap and Warning
3rd Offense: Sleep and Discussion with the Offender

After talking with the lamer and reaching a mutual agreement, we let the lamer up with the warning that if they offend again, they will immediately be slept. So Evan's "k dont do it again" is par the course. Maybe attention would have been brought sooner if you had used /amsay to alert your local admin instead of hoping that they take care of it without prior knowledge.

We follow this structure pretty ritualistically, but we are only human. A roommate or parent may call our attention outside of the game, so while we are technically on we may not see everything. Again, using /amsay to alert ALL admins instead of hoping one in particular just happens to catch what's going on would be a wiser route.

For future reference, we typically don't focus on "witness accounts," as people have their own way of skewing information in hindsight. Solid proof would be to go to console, type /screenshot, and then send it to a Council member to discuss the matter privately instead of simply making an unfounded thread.

It seems that you wanted the players off the server entirely, which we only do in extreme cases where the player doesn't agree to follow the rules, even after having been spoken to by an admin. We try to keep an eye on all players as much as we can, and as a side note, some of those players are relatively new and don't understand what laming is. As I recall, you were a repeat offender when you first visited our server because you did not understand the rules, either, and had a few instances of laming even after we spoke with you.

I'm sorry that there was a delay in the admin procedure, but it's necessary that you helps us to help you. We do all we can, so please return the favor.

Note today, you came on, I was here but playing on my DS, you hugged me three times (each turning me), then started attacking me, I was the only other person on at the time, and you left just as I was about to hit a bind.
Also, you are constantly tell us what to do admin-wise (telling us to slap/sleep a person when we don't see what happens) and when I tell you that we need to see the offense, you go off and say that you saw it and have witnesses.
I will say it here and now, you are not an admin, an admin needs to see the offense before action can be taken, you and witnesses just means that we should keep our eyes open for the person you say is the offender.
And so you know, I was following the two of ghosted.

Admins, keep your eyes peeled for rule breakers and always follow up on a lamer report in /ampsay. Whoever is the lead admin (highest ranking) on at the time either do it yourself or pick an admin at random and tell them to check on the reported player.
