all modeling programs are expensive because of their hardware. there are ways of acquire them other than purchase but I shouldn't disclose them here :'x

mostly you need the right programs to convert first, I use 3DS Max from Autodesk for all of my JA modeling needs, but you will need smaller programs to make the files a readable format for it :\

If you just want to re-color something any Photoshopish program would do (is what I use).

As far as making one from scratch, or editing how it looks, I'm afraid I don't know :/ sorry
