I believe I have seen that commercial in Norway. It was not banned; Nor do I see a reason to do so.

For Halloween one of my old professors dressed up as this guy and would whap (not hard) any student who didn't answer a problem correctly. :P Seriously, he looked like this guy right down to the beard.
