Not as big a deal over here when you are over 12.. But you seem to make much more of it than we do.
Twelve seems to be the usually cut-off limit when concerning the actual trick-or-treating. As far as dressing up and going out and about, there's no real cut-off, though location depends. In NYC, you see a man in a Little Bo Peep costume, it's the norm (even when it's not Halloween). In a very Southern, very Bible-Belt town, you dress up and you're not taking a trick-or-treater or handing out candy, you might get second glances.
