This is not an official trial.

No Council Member was present at the time, at least none that I was aware of, and it was not put up to a Council vote to let an Arbiter perform the Master trial.

Unfortunately RoNin is a non-voting member in the Council right now, (no offense to RoNin) but even then you would need the majority.

If it turns out this was non-official trial than Fazz can take the real one at anytime (he doesn't need to wait two weeks or anything) but a Council Member has to be present.
