That's the opposite of what he is saying Star, he is saying he made a server that can be considered like a "hangout" server for all JKA players, regardless of clan status or not. Like a JKA meetup, where people can just join and interact in the world of JKA. This is a somewhat good idea considering the very disjointed condition of JKA rn. There aren't many popular places excluding those well-known clan servers, including ours. This might be something that the JKA multiplayer community needs; a place where clans don't matter and where casuals can be on the same terms as clan members of any clan. If you read more onto his post, you can see that the activities on his server include such that encourage fun for everyone by including various gametypes, and tries to appeal to all users.
