Few things spring to mind you jampconfig file (or whatever it was called )
also you're not running any 3rd party apps like an mp3 or minimiser kill tracker which could affect it

only other app i run is UU, i have tried it without it running, and sound still doesnt work, so i dont think its that
a compleate re-install doesnt effect it either, so i am compleatly stuck, what may it be to do with the mapconfig file do you know?

In both your base and japlus folders rename jampconfig.cfg to jampbackup.cfg
Now run the game.
if the sound is working then do this
writeconfig sound
exec jampbackup
exec sound
That way you keep your binds but only lose your original sound and graphics settings. Close and re-run jamp and see if you still have sound. If you do all you need to do is set your graphics back to how you like it. If not then close jamp, delete both the jampconfig.cfg's and re-run jamp, and set all your binds by hand.
there are smarter ways of saving ur binds etc (eg.

Since it only affects multiplayer, the cause is a result of a conflict with one of your mod files(pk3's). Even though you reinstalled, those files still remain. Remove them all(even ja+) from the game directory and remove your jampconfig file. Start MP and verify. If you have sound, add each mod one by one and start MP each time after till you find the mod causing the conflict, remove it and find a update or roll back to a older version if you feel it's worth it.

i tried doing that when i reinstalled, and even with no ja+ or anything, there is still no sound

Start MP in safe mode under all programs - game folder. If sound works, uninstall JKA, delete the game directory folder or move it elsewhere and do a fresh install(no mods, skin packs etc..)
Option 2. In MP - select setup > sound > turn off EAX Advanced HD sound. It's possible your sound card might not be compatible with this feature.
Another option - roll back your sound card driver or uninstall it. It's possible a driver update might be the cause. Heres how...
Start menu > run > type compmgmt.msc and enter > select Device Manger from the list > expand "sound, video, and game controls > right mouse click your sound card and select properties > select driver tab > select Roll Back Driver > OK and might require a reboot.
If Roll back is grayed out select uninstall instead and let windows auto install the sound driver again.
Personally I still suspect it's a mod in your base directory since the sound works fine in SP.

Find a JKA copy, maybe there is a scratch or something that prevents the CD from installing it correctly. Had a similar issue with Oblivion... had to torrent the installation disc.

its definatelly not a mod, as when i unintalled/deleted everything to do with jka from my computer, i was still unable to hear anything in multiplayer.
ive tried the EAX hd sound aswell, so it isnt that.
i will try the roll back thing, and post how it goes
thanks for the help

No sound after restart?
Find your sound card driver from your computers manufacturers web site.
If you can't find it post the manufacturer and model here. Should be easy to find.
In your case a update might be a blessing.
