I am going to be dropping Sidious as my padawan. He is a cool guy, but he has been gone for quite a while.

Do the council keep track of who drops who, who have been whos students etc?

does council accept all master/student combos as long as the master is available & the both use the same saber style??

Thats pretty much it. It's autonomous - to the extent that Council will not get involved between a Master and their Padawan. We'd never tell the student to disobey the master, but we may perhaps offer unsolicited advice to the master if we feel it warranted. The more we can delegate, the better
