I
highly suggest you start looking at tutorials before you do any sort of mapping/modding...

One way to create a pk3, you can use this tool
http://tempsend.com/1EE1FE6DB3 . Another way is to create a zip file and change the extension to pk3.

Wherever your .map file is, your .bsp file lies there as well. Simply make a maps folder in base and place your .bsp in that. Then, in game, do /devmapall nameofbsp

When making topics like these, please give more details. Topics like these aren't chat rooms where you say one line and hope someone helps you. We need more details.
Explain your situation.
You said you ran it in administrator, but what did you run? Gtk or pakscape? We need to know.
What did you do?
You said you tried to compile it, so it's most likely Gtk (this shouldn't be a case where I have to guess what you did/used). Beyond this we have no idea what you did.
What do you want to do?
I think you want to compile it as a .bsp as the title suggests that you want to play in the map ingame, so simply save the .map in Gtk and press .bsp on the top, for best first time results pick the first option on the top.
if you have Gtk set like everyone else, (which I doubt since I still think you have that directory problem), then it should already be in your gamedata/base/maps folder as a .bsp, which means you can devmap to it.
And if that doesn't work, please give more details. Paragraphs of details, we don't want to sit here and guess what is going on.
