It may be an issue with the port redirecting in your modem - that would account for you being able to play on servers where you join on 29071. Try turning your modem/router/hub off by pulling out its power lead from the back, wait 1 minute, then plug it back in. Give it a minute to reboot, and see what that does.

shot in the dark, but try renaming jamp (in gamedata folder) to quake3.

It is possible it may be some ban thing ET has instigated.
I have raised a ticket with them and asked.
Another possibility is that it may be some government block at your end.

I'd say you didn't state your case correctly. He thinks you are trying to run a server, not just play the game.
ET have asked if you can ping the server.
So, do this: -
1. Click Start and pick Run, or hold down the Windows key and tap the R key.
2. In the run dialog type "cmd" and press OK.
3. In the black screen that provides type this "ping 208.43.15.254"
You will get data like this...

Obviously there will be differences, but that's the idea.
You can copy your results by clicking the C:\_ icon of the window, getting the menu go to Edit then Mark. Use the mouse to select the text, then press the Enter key. You can then paste that text into your reply here with Ctrl + V.

I've followed some suggestions ET have made.
Try to connect now, but note I have changed the server's port, so use
/connect 208.43.15.254:29071
If you do not do this soon though I will change the port back for I cannot leave it here.
